Synergies with her Allies:

Basic Ability: 

Generate 1 Ability Energy for self or a random DEFENDER ally. Each attack has a 50% chance to generate 1 Ability Energy for self or A RANDOM ALLY.

Special Ability: 

Clear all negative effects from self and ALL ALLIES.

Generate 1 Ability Energy for EACH DEFENDER ally. Generate 4 Ability Energy for RANDOM ALLIES.

Passive Ability:

DEFENDER allies gain +40% Resistance.

Additional CITY allies gain +20% Resistance.

OTHER ADDITIONAL ALLIES gain +15% Resistance.

Note: Jessica Jones's Resistance is 44K (max). She has the highest Resistance by far over all the other toons. The closest one to her Resistance is Moondragon at 25K max Resistance which is almost half of Jessica Jones.

Resistance:

Resistance improves your chances to resist to debuffs.  

Focus vs Resist for the chance to apply negative buffs like Defense or Offense Down.

Current CITY teams where you might have less than 5 tagged toons;

X-Factor (Multiple Man)

Young Avengers (Ms. Marvel and Squirrel Girl)

Skilitary (Punisher and Mercenary Soldier)

Spider-Verse/Sinister Six (Shocker, Vulture and Green Goblin)

New Warriors (Cloak and Dagger)

Conclusion:

The rest of Defenders toons are now with other meta teams like Heroes for Hire and Shadowland. If you use Silver Surfer with X-Factor, then best choice for Jessica to team up with might be leftover Spider-Verse/Sinister Six toons (Shocker, Vulture and Green Goblin). Each of these 3 toons would gain +20% Resistance. But probably that team wouldn't too functional, thus it seems that the best choice would be Skilitary. This team (Punisher, Mercenary Soldier, Red Guardian and Yelene Belova) is missing one toon when we consider Killmonger is with Wakandans. Both Punisher and Mercnary Soldier would benefit from Jessica Jones' Passive which gives and extra 20% Resistance.If you have a better choice for these teams than Jessica Jones, then the alternatives are Young Avengers (to boost 2 toons), New Warriors (to boost 2 toons) or teaming her with previoulsy mentioned 3 Sinister Six toons and either Hand Blademaster or She-Hulk. In this last alternative she would boost all 4 of her teammates.

Priority of Allocating Leftover Toons to the Teams

Priority of the Toons To Allocate;   #1 Kingpin Whenever he uses his Ultra (5 energy), Defensing up all allies for 2 turns and offensing them up. 30% of chance to get an assist in his turn. Plus, 25% of chance of having all Villain or Mercenary allies get an immediate assist each time they attack. #2 Captain Marvel Her military allies gain 15% Health, 10% Damage. #3 Jessica Jones Her Basic has 50% chance of creating an energy for herself or her allies. Her Special clears all debuffs from all her allies and generate 4 energy to randomly distribute among them. Her allies constantly gains +15% Resistance, and another 5% of their City toons.  #4 Silver Surfer Gain +50% Focus, if this character has 1 or more HERO COSMIC allies, gain an additional +50% Focus and ALL ALLIES gain +50% Focus. #5 A.I.M.
